My instrument cluster is wobbly. What is a good way to improve how the instrument cluster attaches to the coachroof? Simply fill and recut the screw holes, or something else?

Fix it right. Drill / grind out the loose holes as needed. Thickened epoxy and if a lot was taken out maybe some glass cloth. Gelcoat and redrill the holes.
